Yeah, there is in flstudio4, but I wouldnt advice to do it, for melodies and stuff or complicated chopping.
I only use it for drums if there is some silence left in front of it.

But to the point, go to channel settings (of your sample) than hit CTRL + E and the wave editor window pops up.

only thing u really need to do is take ur time. dont rush into new techniques before u mastered the ones u are already using.

I love Fruityloops, I mean I can only imagine what the next release can do but if you have a good controller it makes a powerful production combo.....but I remember reading an interview about 3 years ago, Timbaland was using fruityloops for some projects back then.....but the producer edition and vst, soundfont, editing, slicing and being able to map all of your controls to the controller make it the best for the money to get an end product that is impressive.....
