You need... something to record either midi or audio. And something to make sound with. Typically this would look like having a DAW. From there you should be able to get started with stock sounds, if not there are plenty of great freebies online. You can make superb music for free these days- Iron Keys

Hate when that happens. Have had some cool ideas before and couldn't manifest them. One of my last Halloween ones was real pleased with... I sampled a humming creepy girl and chopped and stretched the hums to match my creepy melody. Imho nothing sounds scarier than a "Fade Halloween Party" tbh- Iron Keys

Plenty commercial records have TP values of +1.5 so don't sweat TPs too much. However, be certain here you're talking about true peak and not just normal peak level.
