There's a few good ones out there, Macromedia's Dreamweaver is what I use. Do yourself a favor and stay away from Microsoft Frontpage! Yuck.

Some html knowledge is helpful, for instance css, but you don't have to be a guru. Once you decide which product you're going to use, then search for tutorials, or buy the book for app.

Do yourself a favour and learn HTML from scratch. It ain't that hard and it will make your websites so much better.
