Antares Autotune or a talkbox and the ability to hold a note: T-Pain can't sang but he can sing if you know what I mean!
load it up and put the following in:
Key - C
Scale - Major
Retune - 0
Tracking - 75
Rate - 0.1
Variation - 0
Onset Delay - 0
Onset Rate - 0
Pitch - 0
Amplitude - 30
Formant - 100

He uses Antares Auto Tune and NI Vokator
He draws in his auto tune manually, with the graph and the pitch tool.
Just using it as an insert will do too much or too little.
try this tho:
heres the settings.
Key - C (Doesnt need to be, i would do it to the key of the beat)
Scale - Major (likewise)
Retune - 0
Tracking - 75
Rate - 0.1
Variation - 0
Onset Delay - 0
Onset Rate - 0
Pitch - 0
Amplitude - 30
Formant - 100
and keep everything on the right @ 0

IMO, you can also get the same results with a lot more detailed control using Melodyne... it seems to me that's what they do cuz the vocals on some of his tracks sound layered with different pitches...
I saw t-pain on that VH1 show... I couldn't stop laughing the guy was so pathetic... he did try very very hard LOL and the dance moves were aight... ha ha ha ha... he should have lip-synced
