I wikipedia'd it , and yea that's mostly old news here in the states to those of us aware of it.
The Fema Containment camps after Hurricane Katrina was the most recent example of this.
There are many more local armed forces hq's being set up all over the coutry in major "riot prone" areas.
Along, with signs from special interest groups promoting "Protest"............which will be considered a riot, and.. .. nevermind i've said too much

i found the encampment for hurricane Katrina indeed, but this doesnt seem to relate to any disaster facility. There's been an estimate of between 800-3000 camps through out the US, all with personel but empty. Question is what do you define as an insurgent, taking australia's example it could imply just about anyone having a license to carry a gun. Anyway, this should take place when Martial Law is enacted.

All I can say for sure is that it seems to me, that the government would like the American People to uprise in what would be a Civil War of sorts, this would allow them to enforce Martial Law. That with the dead economy would be a "perfect circumstance to bring about a new form of government. A global government" maybe...
