How Can I Improve This Setup???

Ok Im Trying To Record Vocals On Cep And This Is My Setup.

I Got An Octava Condenser Mic Plugged In To One Of Those Cheap Ass Tube Pre's Then Connected To My 1212m. The Sound I Get Is Like I Was Rappin' Out Of A Can. What Can I Do To Enhance This Setup Without Breaking Too Much Bank (around $300)??? Holla If You Can Help...
