12-bit Converter

Anyone know of a utility that converts audio to 12-bit? Why does none exist? I looked fucking EVERYWHERE

What DAW do you use?

I use FL Studio. The wav editor (Edison) in FL Studio doesn't convert to 12-bit. Ive also scoured google for something that converts to 12-bit.
