    Yeah, there is in flstudio4, but I wouldnt advice to do it, for melodies and stuff or complicated chopping. I only use it for drums if there is some silence left in front of it. But to the point, go to channel settings (of your sample) than hit CTRL + E and the wave editor window pops up...
