There's no such thing as a best program for making beats.. try out different software demo's, find out what you're comfortable with and get the full version. There's tons of sequencing programs out there. So do some investigating and you'll find something you'll like. -
Tips for making dope basslines?
Here's a method I use a bit... Open up Cool edit Go to Generate / Tones Change the base frequence to a low number (100 or less) and you can change how long the tone lasts at the bottom. You got a bass! I also recommend using a modulation wheel so you can make the bass sound a little... -

Mtl's diggin spot
Right now Montreal SUCKS for digging. All the spots have been tapped.. Most of the record stores charge way too much for records. Too many people diggin it seems these days.. The best way to get good records is to deal with someone one on one.. The only store I can think of thats half decent... -

Hmmm I've recently had similar problems.. I'm not sure whether or not it relies on what kind of operating system.. but when I upgraded to windows XP, my asr-10 wouldn't read disks formatted by my computer... but on windows 98 it worked fine! -
