Ideas on how to get strated building a track other then hip hop
I don't think there is a specific recipe to music making... Do your own thing. I like to start with the drums, to have a good solid base to work on Sometimes, I start with the lead, sometimes with the bass line... it all depends on what you wanna achieve, or where your inspiration is coming from... -

I'm just venting, but I see a lot of people mixing those 2 concepts together, when they are not the same at all. I do know that, inthe rap biz, most producers are beatmakers too and most beatmaker tend to learn about production to be able to work on their own tracks... but still, those are two... -

How to get clearance to use acapellas
A beat tape? You mean you're doing a mix tape? I never heard of someone clearing accapellas for a mix tape. -
time signature
Well, most beats are in the 4/4 time signature... some artists do go in the 3/4 or 6/8... For a good example, listen to NAS - If Heaven Was A Mile Away... that's a good example of a 3/4 beat. -
