Radio production- need help!

I'm starting with some Radio production.
Ya'know, ..jingle's, breaks, commercials,.. and I need some good quality sounds, efx...

So, can anybody recommend me some web site where I could download or even buy CD with such sounds ? ?

Can anybody tell me from personal experiance,
..in process of making jingles and commercials, do I have to use sound efx from buyed sampler CDs (legaly), or is cool also to use effects downloaded from the internet..etc. ???
I mean from legaly perspective?
