Im not sure if it says you cant protest the war , I think they mean that you cannot fund or actively try and destabalize the gov of Iraq,(which is initself fucked up cause I dont care that much about they government to change ours for them) meaning funding groups that would or providing arms to the same.
Maybe Im reading it wrong and Im not sure I want to test it in court as you could just be tossed to gitmo and forgotten about.
