In Xp, you can format these disks in the following manner:
Insert a DD Disk or A HD Disk With Tape on The Hole With out the "protection Tab", then goto START/RUN and insert this:
format A: /FS:FAT /T:80 /N:9
Press enter. After procedure computer will ask for the name of Volume, just hit enter and its done.
